Vice-chancellors must be 鈥減roactive, not just reactive鈥 in combating the 鈥渉orrific鈥 antisemitism that is being seen on some English university campuses, according to the higher education minister.
Robert Halfon told聽Times Higher Education鈥檚 色盒直播 Campus Live event in Liverpool that 鈥渁ction against antisemitism needs to come from within鈥 as he highlighted the experiences of Jewish students during the Israel-Hamas war.
鈥淭he antisemitism in some of our universities this autumn has been horrific,鈥 he said, adding that he had been 鈥渉orrified鈥 to hear about incidents聽that he said included 鈥渢hreatening door-knocking, verbal and physical abuse, graffiti [and] flags draped over Jewish students鈥 cars鈥.
鈥淚 have welcomed statements condemning antisemitism from vice-chancellors across the country. But I would ask everybody in the university sector to be proactive, not just reactive,鈥 Mr Halfon said.

鈥淭hat鈥檚 why the secretary of state [for education] and I have聽written twice to universities on this. And why we鈥檙e looking to introduce an antisemitism charter to give teeth to the IHRA Working Definition of Antisemitism.鈥
Mr Halfon told university leaders that 鈥渘o Jewish student should be fearful of walking through campus. There shouldn鈥檛 be an invisible ghetto created where Jewish students stay at home, frightened to enjoy campus life.

鈥淕overnment can only do so much鈥ction against antisemitism needs to come from within,鈥 he added.
Universities across the UK have come under pressure to聽balance student welfare with protecting academic freedom聽since the current conflict began on 7 October with the Hamas attacks on Israel.
In a move that was聽criticised by university leaders as overreach, Michelle Donelan, the science minister, called for the country鈥檚 main research funder, UK Research and Innovation,聽to shut down its equality committee聽in response to comments made on social media by some of its members.
Speaking to聽色盒直播聽after his speech, Mr Halfon said Ms Donelan had 鈥渄one the right thing鈥.
鈥淲e have to give a signal that we will not tolerate antisemitism in any shape or form 鈥 not just with the law but also with the spirit of the law,鈥 he said.
He said he had started calling vice-chancellors directly when he received reports of Jewish students feeling intimidated or threatened.

Mr Halfon said he could not 鈥渇orce vice-chancellors to do anything鈥 but he found the situation 鈥渁bsolutely morally disgusting鈥.
In a wide-ranging speech, Mr Halfon reflected on his own experience in higher education as a student at the University of Exeter, which 鈥渢aught me not just to highly value higher education 鈥 but to cherish it鈥.

He said he recognised 鈥渢he financial pressures universities are under 鈥 and appreciate the work you are doing to manage these and deliver outstanding outcomes for young people鈥.
鈥淲e鈥檙e working in a very challenging financial context across government. This means we must continue to make tough decisions to control public spending 鈥 but also try to help students with the cost of living, and ensure they receive value for money.鈥
He said the government鈥檚 reforms of higher education were focused on achieving 鈥渟ocial justice鈥 and that聽meant 鈥渁ll courses that cost this much should have good continuation, completion and progression鈥.
鈥淲hy should only those in the know, who apply for the right courses, go on to reap the greatest rewards from their HE investment while others paying the same money receive poorer teaching with poorer outcomes?鈥 the minister asked.聽
鈥淓veryone should be able to approach this market clear-eyed about what they can expect for their time and money.鈥
Discussing changes due to come in next year that will cap the cost of foundation years in classroom-based subjects at 拢5,760 鈥 down from the current 拢9,250 鈥 Mr Halfon said the government had been 鈥渃oncerned that lower delivery cost, rather than student need鈥, was driving the growth in this area of provision and the 鈥渓ower fee limit represents a fairer deal for students鈥.
