Australia鈥檚 opposition will review university fees, reintroduce the 鈥50 per cent pass rule鈥, reclaim veto rights on research grants, regulate vice-chancellors鈥 salaries and 鈥渓eave no stone unturned鈥 to stamp out campus antisemitism if it wins the forthcoming federal election.
The Liberal-National party coalition聽might also scuttle the proposed聽Australian Tertiary Education Commission聽(Atec) if it wins the poll, which is due to take place by mid-May.
鈥淲e see no compelling case to proceed with the Atec,鈥 shadow education minister Sarah Henderson told Universities Australia鈥檚 Solutions Summit. 鈥淭his is another layer of education bureaucracy at a significant cost, which will not take our universities forward.鈥
In a frank address to the conference, Henderson laid out a higher education policy platform centred around the 鈥渒ey principle that Australian students must come first鈥.

She said the coalition remained in favour of the聽Job-ready Graduates聽(JRG) changes to fees and funding it had introduced in 2021, but would review the reforms if it won government 鈥渋n line with what our legislation said we would do鈥.
Henderson berated the government for not having completed the review 鈥渨hich was meant to have happened in mid-2022. Labor has undertaken at least 19 separate [education] reviews except for this one.鈥

She said a coalition government would reinstate the 鈥50 per cent pass rule鈥, stripping students of access to government subsidies once they have attempted eight subjects in the same course at the same institution and failed to complete at least half of them, which was introduced as part of the JRG reforms but abolished on the聽recommendation of the Universities Accord panel. 鈥淲e don鈥檛 believe there are enough safeguards to protect struggling students from leaving university with no qualification and a large student debt,鈥 she told the conference.
Her party would also consider ways to 鈥渂etter shine a light on the sector鈥, including an 鈥Australian universities performance index鈥 offering 鈥渢ransparent, easily accessible information鈥 on completion rates, student satisfaction, course quality and cost.
Henderson said a coalition government would 鈥渟eek to reverse鈥 last year鈥檚聽changes聽to the Australian Research Council (ARC), which took responsibility for approving most research grants out of the education minister鈥檚 hands.
鈥淯nder our Westminster system of government, the buck stops with the government of the day and not an unelected board,鈥 she said. 鈥淲e will take research integrity seriously and will hold the ARC to account for its enforcement of grant conditions.鈥

Henderson said the government had 鈥渙utsourced鈥 the 鈥渉ard work鈥 of higher education policy to Atec, which was set to commence within months even though no legislation was yet in place.
She indicated that a coalition government would not honour the government鈥檚聽appointment聽of Universities Accord chair Mary O鈥橩ane as interim chief commissioner of Atec, and said the selection of fellow accord panellist Barney Glover as a commissioner raised a 鈥減otential conflict of interest鈥 given that he was also commissioner of Jobs and Skills Australia.
Henderson said universities must be governed by 鈥渟trong and principled leaders鈥 and overseen by a 鈥渢ough and feared regulator鈥. She said the salaries of public universities鈥 vice-chancellors should be set by the聽Commonwealth Remuneration Tribunal聽and not universities鈥 governing bodies. 鈥淚n this cost-of-living crisis the current situation, frankly, does not meet the pub test.鈥
She said the coalition would force universities to overwrite a new definition of antisemitism that they adopted on 24 February and replace it with the 鈥渕ore robust鈥澛International Holocaust Remembrance Alliance definition.

A coalition government would also implement a national higher education code on antisemitism, and require universities to 鈥渇ully cooperate鈥 with a new antisemitism task force led by the Australian Federal Police. 鈥淓veryone has the right to be safe on a university campus,鈥 she said. 鈥淎cademic freedom must not be used to falsely cloak incidents of antisemitism.鈥
Henderson reiterated her party鈥檚 intention to deliver a 鈥tougher鈥 cap on international students. 鈥淲e will have more to say [on that] in the coming weeks,鈥 she said.
